INVITATION FOR PRE-QUALIFICATION
The Federal Government of Nigeria and States participating in the water, sanitation and hygiene programmes (WSSSRP, SHAWN, NDSP and DGIS) supported by the European Union (EU), UKAID Department for International Development (DFID), Directorate General for International Cooperation (DGIS) Netherlands and the United Nations Children’s Fund (UNICEF) intend to undertake the procurement of water and sanitation facilities, as broadly categorized under section 2 below, to be constructed at various locations across the project States, at various times in the year 2020. Firms that shall be invited to bid for each specific procurement opportunity in the various States must successfully participate in the pre-qualification to which this invitation relates. Specific procurement shall be conducted when required by the various states through their respective Rural Water Supply and Sanitation Agency (RUWASSA) or its equivalent, with the support of the aforementioned partners.
Interested firms are hereby invited to submit Expressions of Interest to be pre-qualified to participate in the subsequent bid for the works in the Project States, as broadly described in section 2 below.
2. SCOPE OF WORKS
Works under the aforementioned programmes, which shall be broken into various lots and undertaken in the respective States as required, include the following:
a) Construction of 3,000 units of hand pump boreholes in communities, schools and health facilities;
b) Construction of 100 units of solar-powered motorized boreholes in communities, schools and health facilities; and
c) Construction of 1,000 blocks of toilets in schools and health facilities.
3. MANDATORY REQUIREMENTS
Firms interested in the aforementioned projects are to submit Expressions of Interest written in the firms’ letter heads and signed by authorized persons, accompanied by the firms’ profiles, which must contain the following:
a) Evidence of Registration with the Corporate Affairs Commission (CAC);
b) Firm’s Current (3 years) Tax Clearance Certificate;
c) Firm’s audited financial account and funding information over the past 3 years endorsed by a firm of chartered accountants;
d) Evidence of financial capacity from reputable Bank(s);
e) Resume of relevant key technical staff and copies of their genuine professional certificates, including individual attestation of availability;
f) Verifiable evidence of similar projects previously undertaken, including letters of award and completion certificates within the past three (3) years, which indicate the financial value of the projects;
g) Evidence of relevant equipment owned or leased/hired: include proof of ownership or lease/license over the equipment.
4. PREPARATION AND SUBMISSION OF EXPRESSIONS OF INTEREST
Duly compiled and signed Expression of Interest indicating the type of facilities that the firm is interested in (as captured section 2 above) and the firm’s profile shall be submitted in both electronic format (compact disc) and 2 hard copies (one original and one photocopy) in a sealed envelope, which shall be written at the top left-hand corner the type(s) of facilities that the firm is interested in, and addressed to any of the following State Agencies listed below. Note that a firm can express interest for both water and sanitation works and such firm must possess the minimum requirements for both works to be able to pre-qualify.
Interested firms will pay a processing fee of N20,000.00 (Twenty thousand Naira only) to the account of any of the State RUWASSA where they intend to submit their EoI (The State RUWASSA account are equally contained in the table below). Evidence of payment of the processing fee must be submitted along with the EoI.
